However, I notice the issue with my wheels are due to seized electric motor attached to the wheels. Tried cleaning it with WD40 and manage to get the wheels turning smoothly, however only for about 10 minutes, after that it seized again.
Any idea how to repair the electric motor as well as recommendation of what lubrication to use? Seem like WD40 can only help to clean it but does not keep the lubrication in the motor.

It seems bearings of electric motor are broken down. I'm afraid you need to replace the whole electric motor. I can be wrong, you know. It's difficult to correct identify fault remotely.
To remove the motor from the wheel module you need to remove main axis of the wheel module. It's long axis through whole assembly.
I tried to remove the axis, but not succesfull. Unfortunately I don't know how to remove the axis carefully.
If you will remove the motor from wheel module there are two ways: replace the motor and try to repair it by replacing bearings or another damaged parts. Note. I don't know where is possible to buy new motor for wheel or spare parts for the motor.
But... if the wheel is old or very old the best way, you know, is replace whole wheel module. And I can help you to buy new wheel module.
